Fourth Quarter Report - FY 2002June 17, 2002 Table of Contents
IntroductionUnder Phase II of the Safe Drinking Water Act, the United States Environmental Protection Agency (EPA) requires each state to routinely monitor for specific chemical parameters. If it can be determined that a selected chemical parameter is not detected in an area which would affect a water system, where detected is defined as used, stored, manufactured, disposed or transported regardless of amount, then a use waiver may be granted to a water system for that particular chemical. There are considerable cost-savings to be realized if use waivers can be granted. In November 1991, the Missouri Department of Natural Resources (MoDNR) contracted with the Center for Agricultural, Resource and Environmental Systems (CARES) at the University of Missouri – Columbia (UMC) to evaluate the vulnerability of Missouri drinking water to chemical contamination. This contract was renewed from FY 1993 to FY 2002. The tasks completed to date include several use waiver assessments, extensive database research, development of several Geographic Information Systems (GIS) layers, a number of map series, watershed model evaluations and the creation and maintenance of an Internet website. Results include reducing monitoring costs by ~$35 million and promoting the use of GIS for data management within PDWP. The FY 2002 agreement continues to increase the emphasis on Internet accessibility of the data for both the public’s benefit and the use of the Missouri Department of Natural Resources. The VA website remains an important focus for disseminating information to the public via the Missouri Map Room using ArcView Internet Map Server (IMS). The Vulnerability Assessment website is at http://drinkingwater.missouri.edu/va The Map Room website is at http://maproom.missouri.edu Task List for FY 20021. Submit quarterly reports discussing University progress with respect to tasks. Reports will be submitted in final form by September 28, 2001, December 31, 2001, March 29, 2002, and June 17, 2002, respectively. A separate final report will be submitted by July 15, 2002. 2. Provide assistance with GIS hardware and software to the PDWP. (Ongoing) 3. Continue to update and maintain all VA/GIS layers. (Ongoing) 4. Continue to cooperate with DGLS on improving the methodology for delineating source water areas. Provide technical assistance to DGLS when delineating wellhead protection areas using computer programs integral with GIS. (Ongoing) 5. Cooperate and coordinate with the Source Water Inventory Project on the creation and maintenance of GIS layers for selected facilities regulated by other Agency programs. Continue to investigate sources of Synthetic Organic Chemicals (SOCs), Volatile Organic Compounds (VOCs), InOrganic Compounds (IOCs), radiological and microbiological contaminants and pass this information to the SWIP database. Add additional contaminants to the current list when provided by the Agency. (Ongoing) 6. Maintain and expand the capability to update VA databases through a secured Internet site accessible to authorized Agency staff. (Ongoing) 7. Maintain the data layers and the Internet site where drinking water source reconnaissance maps are created on demand. Expand and update the Internet site where VA/GIS data can be browsed and queried. Update the map format to combine all available well, intake, spring and infiltration gallery locations with all available potential contaminant locations. Utilize the source water areas delineated by DGLS. Make printed copies of the source reconnaissance maps available upon request when changes are made. (Ongoing) 8. Make PDWP monitoring information available to the public on the Internet. Provide links to any Consumer Confidence Reports posted by water systems. (Ongoing) 9. Perform static links between the VA/GIS and the PDWP Inventory system. Compare data in the two systems. Prepare a list of corrections that need to be made. Evaluate the links between VA/GIS and the PDWP Inventory System. Expand the linkage process to incorporate the SDWIS/STATE database when it is implemented. (September 28, 2001, March 29, 2002) 10. Conduct a Vulnerability Assessment and provide a list of wells determined to be vulnerable that were not reported in previous assessments. Compare Vulnerability Assessment with PDWP monitoring results and report findings. (November 30, 2001) 11. Conduct a Susceptibility Assessment and provide a list of wells ranked by susceptibility. Use the source water areas delineated by DGLS and any methodology changes agreed on. For groundwater supplies, analysis will include, but not be limited to, information on soils, geology, bedrock topography and karst features. (May 29, 2002) 12. Update the County Series maps. Provide PDWP with the digital map compositions and HPGL2 files. (January 31, 2002) 13. Update the Regional Series maps. This series will include six regional maps, Lake Ozark and Table Rock Lake special maps, and a statewide map. Provide PDWP with the digital map compositions and HPGL2 files. (March 30, 2002) 14. Complete migration of VA/GIS from ArcInfo to ArcView GIS for the purpose of facilitating database maintenance. (August 31, 2001) Task Schedule & ReviewTask Schedule Table 1. Ongoing Tasks.

1. Submit quarterly reports discussing University progress with respect to tasks. Reports will be submitted in final form by September 28, 2001, December 31, 2001, March 29, 2002, and June 17, 2002, respectively. A separate final report will be submitted by July 15, 2002. This report satisfies the requirements of Task #1 for the fourth quarter. 2. Provide assistance with GIS hardware and software to the PDWP. (Ongoing) No assistance was required or requested in this quarter. 3. Continue to update and maintain all VA/GIS layers. (Ongoing) The VA/GIS public water supply layers are constantly updated as changes are received from MoDNR regional offices and DGLS via Don Scott. The Source Water Inventory Team (SWIP) submits observations taken in the field as they are performing contaminant inventories. The VA/GIS data layers (in NAD27 and NAD83) are available in a compressed ArcInfo export format (.e00.gz) on the CARES FTP site at: ftp://www.cares.missouri.edu/pub/va/gisdata Table 3. Due to the time pressure of the deadline for the Regional Map Series deliverable, updates were put on hold during the fourth quarter. Wells – No changes were made. This layer is now under the care of the folks at GSRAD. CARES will request the most current version from GSRAD when necessary for GIS analysis, FTP availability and for display on the VA and Maproom websites. Springs – No changes were made. Water Treatment Plants – No changes were made. Water Tanks – No changes were made. Pumping & Booster Stations – No changes were made. River and Impound Intakes – No changes were made. Intake Watersheds – No changes were made. Public Water Supply Districts – No changes were made. 4. Continue to cooperate with DGLS on improving the methodology for delineating source water areas. (Ongoing) Don Scott submitted many e-mails of changes to apply to the VA/GIS water supply layers during the fourth quarter. Some of these changes were directly submitted via the custom Internet submittal forms provided for PDWP use. Others came via Mr. Scott from the geologists at GSRAD. All unfinished updates were provided to GSRAD after the June 5th meeting. At the request of the MoDNR, CARES added a disclaimer pop-up dialogue box to the download section of both the Maproom and the VA GIS data websites. Also, all download links to the GIS layers were moved to the metadata pages to encourage any potential user to read the metadata. The disclaimer was added to the metadata page too. See Illustration 1. We wanted to make sure the end-user downloading the desired dataset had been given every opportunity to read the MoDNR disclaimer. To this end, a dialogue box appears after the user clicks either the NAD27 or NAD83 download buttons. See Illustration 2. The user must agree that they have read and understand the disclaimer before continuing to download the layer. If the user does not agree and chooses the ‘Cancel’ button a second dialogue box appears which says ‘Download cancelled at user request’. See Illustration 3.

Maintain the data layers and the Internet site where drinking water source reconnaissance maps are created on demand. Expand and update the Internet site where VA/GIS data can be browsed and queried. Update the map format to combine all available well, intake, spring and infiltration gallery locations with all available potential contaminant locations. Utilize the source water areas delineated by DGLS. Make printed copies of the source reconnaissance maps available upon request when changes are made. (Ongoing) At the request of GRRAD, the SWIP reconnaissance map well attribute page was modified so that both the older DGLSID and the newer WELLID identification numbers are now present. In order to make room for both ID numbers, the Standby Power field was removed. See an example of the reconnaissance map and associated well attribute table in Appendix C. 8. Make PDWP monitoring information available to the public on the Internet. Provide links to any Consumer Confidence Reports posted by water systems. (Ongoing) This task was not addressed this quarter. 9. Perform static links between the VA/GIS and the PDWP Inventory system. Compare data in the two systems. Expand the linkage process to incorporate the SDWIS/STATE database when it is implemented. (September 28, 2001, March 29, 2002) Due to the transition of the wells layer to GSRAD this task was not performed in this quarter. 10. Conduct a Vulnerability Assessment and provide a list of wells determined to be vulnerable that were not reported in previous assessments. Compare Vulnerability Assessment with PDWP monitoring results and report findings. (November 30, 2001) This task was addressed in the second quarter. 11. Conduct a Susceptibility Assessment and provide a list of wells ranked by susceptibility. Use the source water areas delineated by DGLS and any methodology changes agreed on. For groundwater supplies, analysis will include, but not be limited to, information on soils, geology, bedrock topography and karst features. (May 29, 2002) This task will be addressed in July 2002. GSRAD has control of the wells layer and needs transition time to formulate a procedure to keep the layer up to date. When GSRAD has caught up with the maintenance of the wells, CARES will request a new version of the dataset with GSRAD’s improved geological parameters included. 12. Update the County Series maps. Provide PDWP with the digital map compositions and HPGL2 files. (January 31, 2002) The County Series was completed and made available on the CARES FTP site on June 1st, 2002 The CARES FTP site for the FY2002 county map series is located at: (these maps are no longer available) (see the FY03 versions at ftp://www.cares.missouri.edu/pub/va/cntymaps/fy03) 13. Update the Regional Series maps. This series will include six regional maps, Lake Ozark and Table Rock Lake special maps, and a statewide map. Provide PDWP with the digital map compositions and HPGL2 files. (March 30, 2002) The regional maps for regions 1, 2, 3, and 4 and the Table Rock and Lake Ozark large maps were placed on the CARES FTP site on June 11th, 2002. Region 6 was completed and made available on June 17th, 2002. The digital files for region 5 and the statewide map will follow soon after. The CARES FTP site for the FY2002 regional map series is located at: ftp://www.cares.missouri.edu/pub/va/wallmaps/fy02 14. Complete the migration of the VA/GIS from ArcInfo to ArcView GIS for the purpose of facilitating database maintenance. (August 31, 2001) This task was not addressed in this quarter. EventsJune 5th, 2002 – Staff from CARES, GSRAD and PDWP met at the University to discuss the transition of the wells layer from CARES to GSRAD. Stan Wood of CARES represented the University. Don Scott, Patrick Mulvany, Elizabeth Warrick and Scott Kaden represented the Agency. It was agreed that GSRAD would take over the maintenance of the wells layer. Mr. Wood demonstrated the procedures CARES used to update and maintain the layer. SummaryThe completion of the County Map Series and the Regional Map Series consumed virtually all the attention of the University staff assigned to the VA project during the fourth quarter. One hundred and twenty five county level and nine regional level maps were created and edited. These maps are available to the public through the VA FTP site. The Susceptibility Assessment for FY2002 was delayed pending the completion of the regional maps. CARES will need to give GSRAD time to transition to updating the wells layer so a most current version can be used for the assessment.
